Impact of mechanisms and levels of decision-making on knowledge discovery through data mining to support decision-makers for the development of the human element in Holy Makkah Municipality

Abstract


This study aimed to know the effect of the levels and mechanisms of decision-making on the discovery of knowledge through data mining to support decision-makers to develop the human element in (HMM) Holy Makkah Municipality, and the descriptive survey approach was used by distributing questionnaires to know the mechanisms and levels of decision-making to develop the human element in (HMM) as a preparation to know the impact of knowledge discovery through data mining to support decision-makers to develop the human element in the municipality, where the questionnaire was distributed to (76) leaders in the municipality to identify the mechanisms and levels of decision-making, and the obstacles that prevent decision-makers from practicing their role and implementation of decisions, as the results of the survey reached several results, the most important of which is that decision-makers in municipality are careful on the effectiveness of their decisions in addressing the problems of developing the human element in the municipality. Therefore, we find that they utilised the information available through systems such as techniques for knowledge discovery in data mining, and managers are careful to take advantage of the provision of various alternatives systems to solve problems to facilitate the flexibility of problem-solving, as they initiate analysis of the advantages and disadvantages of solutions they are not available and reach the most appropriate solution, and the managers have sufficient experience in the field of developing the human element in the municipality. Therefore, we find them having the ability to classify situations and events as problems related to human development decisions, as strategic decisions depend on the vision, mission, and strategic goals of the municipality, and thus the strategic decisions are issued. Therefore, procedures and policies related to the development of the human element and other higher level in the municipality are determined, while the tactical executive level, which is represented by the general managers and those of their equivalent, decisions are made related to the details of the operations and tasks related to the secretariat, while the operational level, which is represented by the directors of departments and those of their equivalents, decisions related to the day-to-day operations and tasks related to individuals and departments, which indicates the need for information or knowledge to be available quickly at this level due to the speed of conducting these processes with it, and the study recommended several recommendations, the most important of which is the adoption of the senior management in the municipality of the directions of digital transformation and awareness or motivation for lower levels and individuals for this national orientation, it is also recommended to work on enhancing the ability of decision-makers in the municipality to classify situations and events as problems related to decisions to develop the human element in the municipality and work to strengthen the presence of an administration responsible for follow-up and review of the implementation of the decisions taken and submit to the higher management the extent of progress in their implementation and take the necessary measures to correct errors or abuses.
