Intellectual property rights and their protection, software piracy, software monitoring institutions, and patents

Abstract


In light of the digital revolution, the digital content industry, electronic publishing, the increase in Internet sites, communication networks,government, service, commercial and entertainment applications, the protection of intellectual property rights, patents and programs from piracy and infringement of rights and harm to the owners of these rights has become the subject of research and study on what are the challenges facing these institutions and capacity to carry out the tasks required in protecting intellectual property rights and information security, and what is the feasibility in activating the monitoring institutions and the necessary legislation to guarantee rights. In this scientific paper, we will review some studies that discussed the mechanisms of preserving legal, social, technical and economic rights. Through the use of the critical approach of these studies, we aim to address deficiencies at the level of individuals, centers and institutions of intellectual production and issues related to legislation and in institutions concerned with monitoring and protecting intellectual property rights and patents and monitoring programs from piracy, as we concluded that the weakness of legislation and the difficulty of finding uniform standards with weakness qualification of human cadres and poor awareness were among the most prominent issues of deficiency in protecting rights, and accordingly the recommendation came to activate and qualify institutions and institutional work in the field of intellectual protection in terms of material and moral support, support research and development centers, encourage innovation, register patents, spread awareness among the public, and create deterrent laws.
